Why the card was developed
The APEC Business Travel Card was developed in response to the need for business people to gain streamlined entry to the economies of the Asia-Pacific region. This enables business people to explore new business opportunities, attend meetings and conduct trade and investment activities.
There are 20 economies currently participating in the ABTC Scheme: Australia, Brunei-Darussalam, Chile, China, Hong Kong (China), Indonesia, Japan, Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Singapore, Chinese Taipei, Thailand and Vietnam. The United States of America and Canada are currently Transitional Member of the scheme.

Just as applications by businesspersons from participating economies will be transmitted to PNG for approval, applications from PNG businesspersons will have to be transmitted to respective economies for their approval.
To facilitate movement and entry by PNG businesspersons into participating economies, procedures, requirements and migration service fees have been designed consistent with standards in the APEC Business Card Operating Framework.
Dependents of PNG APEC Business Travel Card holders will not be eligible for such cards and will be required to comply with entry requirements of the country they wish to visit.
PNG citizen APEC Business Travel Card will be valid for two years in the initial instance but may NOT be issued for a period longer than the validity of the PNG passport. Once the initial cycle of cards is re-issued it is proposed that they will be valid for a period of three yeas, subject to passport validity, in keeping with the APEC Business Travel Card operating framework.
The APEC Business Travel Card Application Form, passport and supporting documents including a supporting letter from the relevant approved business organisation must be lodged at the PNG Immigration and Citizenship Service Authority head office, Waigani.

APEC Business Travel Cards will not be granted to a business person’s or an official’s or Minister’s dependent spouse and children, persons who wish to engage in paid employment or a working holiday, professional athletes, news correspondents, entertainers, musicians, artists or persons engaged in similar occupations.

All APEC Business Travel Card Applications must be logged at the PNG Immigration and Citizenship Service Authority head office, Moale Haus, Waigani marked for the attention of the APEC section.
APEC Business Travel Card Pre-Clearance Online Status Checker
PNG Citizens who wish to check the current status of their ABTC applications with other member economies may enquire online.
The online status checker is automatically uploads as soon as an economy gives its pre-clearance.
PNG Cardholders must re-apply for a new card two months before expiry with all the necessary documentation.
Migration Service Fee for renewal is K300.00
Replacement cards will be issued if the Cardholder’s details change (including passport details) or when a card is lost. Appropriate documentation such as Police report will be required if stolen.

Procedures for Non PNG Citizens Seeking APEC Business Entry Permit
For passport holders of economies participating in the APEC Business Travel Card Scheme.
Current participants in the APEC Business Card Travel scheme are Australia, Brunei Darussalam, Chile, China, Hong Kong (China), Chinese Taipei, Indonesia, Japan, Korea, Malaysia, New Zealand, Peru, the Philippines, Singapore and Thailand.
Entry procedures for processing APEC Business Travel Card foreign passport holders:
Dependents of APEC Business Travel Card holders can apply for tourist entry permits at PNG Diplomatic missions or upon arrival in PNG.
The APEC Business card holder entry permit is valid while the holder’s passport and Business card remain valid and is good for multiple entries for a stay of up to 60 days.
Holders of APEC Business Travel Cards issued by their Governments who reside in PNG under another entry permit must comply with normal stay requirements under the respective Acts of PNG.
Extension of Stay
No extensions of stay are permitted. Foreign Business persons who overstay will be reported to their respective Government and banned from returning to PNG.
Where to Apply
Foreign nationals from APEC participating economies must apply in their country of residence for an APEC Business Travel Card.
An application for entry into PNG using the APEC Business Travel Card issued by the respective participating economy will be electronically transmitted by the participating economy through the APEC dedicated network to the PNG Immigration and Citizenship Service Authority and will be deemed to be an application for an entry permit.
A decision on whether the application has been approved or denied will be transmitted back to the applicant’s participating economy. The participating economy will advise the foreign national of the decision.
It is to be noted that the applicant would have undergone various security and character checks and their application vetted by an approved authority in their respective economies, therefore are bonafide business persons.

a) Foreign Business Persons - Nil fees to be paid to PNG Immigration and Citizenship Service Authority.
APEC has decided that participating economies will only charge fees on their applicants only.
