General Information

All people wishing to travel to Papua New Guinea for work, business, study or tourism purposes must have an entry permit/Visa to enter the country.

Visas can be obtained from your nearest PNG diplomatic mission and issued for single or multiple entries depending on the purpose of the visit.


HOW TO APPLY

All Applicants must:

* Complete and sign the correct Application Form1
* Attach one passport size photograph (for APEC Business Card Applicants and Permanent Residence Applicants please     provide two photos)
* Pay the required fee
* Provide any other documentary information as requested (refer to the appropriate entry category).
* Send or deliver your application to PNGICS or the nearest PNG Diplomatic Mission* together with your valid passport

* If there is no PNG Diplomatic Mission in your country of residence, contact PNGICS or the nearest PNG      Diplomatic Mission in your region (Locations).

PASSPORT VALIDITY

Passports should be valid for at least 6 months from the date of intended travel.

FEES

Please refer to the Entry Permit Fee for the correct fee (Kina). If applying outside PNG, please contact the nearest PNG Diplomatic Mission to obtain fees in local currency.

In the event that your application is unsuccessful, the fee is not refundable.

In PNG

Applicants can pay the required fee at:

Department of Finance, Vulupindi Haus, Ground Floor (within NCD)
Nearest IRC office or BMS outside NCD 2

1  Agents are not permitted to sign on behalf of applicants.

Please note that individual receipts are required for each individual/family group.

Overseas

Applicants can pay the required fee at:

* Any PNG Diplomatic mission in your country of residence (if available) or
* Mail required fees together with application to the nearest PNG diplomatic mission within the region

If application is lodged at an Australian mission representing the PNG Government, the application fee will be collected on arrival in PNG.

MEDICAL & CHARACTER REQUIREMENTS

All applicants seeking to travel to PNG must be of good health and good character. In some cases, medical documentation and a local police clearance certificate will be required. This will depend on the purpose and duration of the visit (please refer to the appropriate entry category). If an applicant has a criminal conviction, or is subject to criminal prosecution, that information must be disclosed at the time of application. Failure to disclose this information may result in the Entry Permit being refused, cancelled or deemed void.

Where medical documentation is required, this consists of:

* Medical examination report obtained from an approved doctor or hospital
* HIV tests (Pathology Report required) for applicants over 16 years of age and
* Chest X-ray (Radiology Report) for applicants over 16 years of age

The prescribed medical Examination Report form and Radiology Form are available from the nearest PNG Diplomatic Mission. The doctor carrying out the examination and the radiographer carrying out the chest X-ray are required to complete and sign the relevant forms.

A police certificate must be obtained from your local police authority for all applicants 16 years of age and over (including dependents) intending to travel to PNG for a period of 6 months or more.

DEPENDENT FAMILY MEMBERS

Dependent family members (spouse, unmarried children under the age of 18 and ageing parents) must make separate application for an Entry Permit.

2 Fees cannot be paid at PNGICS.

For specific requirements applying to dependent Entry Permits, please refer to the appropriate entry category.

Dependent children must be ordinarily Resident in PNG to qualify for a Dependent Entry Permit. Children who study abroad and only return to PNG during study breaks should apply for a Visitor Entry Permit each visit.

In limited cases, dependent Entry Permits may also be granted to children over the age 18 where they remain dependent on their parents. Such cases could include where the child suffers from a severe disability or where the child is continuing their education in PNG. Applications will be considered on a case by case basis.

Where a principal Entry Permit ceases a dependent Entry Permit ceases at the same time or both, individuals must depart PNG. Where a dependent holds a Working Dependent Entry Permit they cannot make application to include a former Principal Entry Permit Holder as a dependent on their own Entry Permit. In such cases, individuals will need to make a fresh application.

DE FACTO RELATIONSHIPS

Persons seeking to enter PNG as dependents on the basis of a de facto relationship must provide:

* Statutory declarations from both parties indicating how long the relationship has been in existence
* A signed undertaking that the de facto partner will not seek employment while in PNG

 

Relationships of less than 12 months

Where the relationship has been in existence for less than 12 months, a short-term Dependent Entry Permit for a maximum validity of 12 months will be issued. At the conclusion of the 12 month period a further Entry Permit will be issued in accordance with the Principal's approved period of stay.

Relationships of more than 12 months

Where the relationship has been in existence for more than 12 months, a Dependent Entry Permit will be issued in accordance with the Principal's approved period of stay.

ENTRY AND RE-ENTRY REQUIREMENTS

In accordance with Migration Regulation 1979, the holder of an Entry Permit must enter PNG within Six months of the Entry Permit being issued. Failure to enter PNG within Six months will render the Entry Permit invalid, and as a result, further application will have to be made.

As a matter of policy, existing Entry Permit holders (excluding Permanent Resident Entry Permit Holders) must not be absent from PNG for any period exceeding Six months. Entry Permit holders that are absent from PNG for Six months or more will need to make further application for an Entry Permit before seeking to return to PNG. In such cases, new health and character checks will be required.

EXTENSION OF ENTRY PERMITS

Applications for extension of stay must be lodged well in advance of the expiry of the current Entry Permit. For specific requirements, please refer to the appropriate Entry Permit category.

Extensions are only issued to people currently in PNG. Extensions can not be granted while a person is outside the country.

Applicants should be aware that there is NO period of grace in relation to extensions.

RE-EVIDENCING OF ENTRY PERMITS

Passports must be valid for Six months or more to enable re-evidencing. Entry Permits will only be issued for the period of validity of the passport. Where the validity of the Entry Permit extends beyond the validity of the passport, a new Entry Permit will be evidenced once a new passport has been obtained. When an applicant obtains a new passport, a new Entry Permit will be issued for the balance of the period of stay free of charge.

Applicants will be required to complete an application form and provide a copy of the original work permit approval (if applicable).

Where an Entry Permit holder is outside PNG, re-evidencing can be undertaken by the nearest PNG Mission. The missions must obtain approval from PNGICS Waigani before re-evidencing can occur.

DESIGNATED PNG INTERNATIONAL PORTS OF ENTRY

Designated PNG international ports of entry are:

* Jackson's International Airport
* Daru
* (Vanimo) Wutung and
* Kagamuga Airport, Mt Hagen

Visitors or businesspersons wishing to enter PNG from ports other than the above must have a valid Entry Permit before entering PNG.

ENTRY PERMIT CANCELLATION

Entry permits may be cancelled by the Minister for Foreign Affairs and Immigration (DFAI) in accordance with Section 6 of the Migration Act 1978.

Grounds for Entry Permit cancellation include:

* The Entry Permit was issued in error
* The Entry Permit holder has committed a criminal offence, whether or not that person has been convicted by a court      of law
* The Entry Permit holder has an association with another person who is reasonably suspected of being involved in            criminal conduct
* The Entry Permit holder is suffering from a disease which presents a danger to the community
* The Entry Permit holder has breached the conditions of the Entry Permit – for example working unlawfully
* The Entry Permit holder is engaging in illegal business activities
* The Entry Permit holder does not have the financial means to support themselves
* The Entry Permit holder’s presence in Papua New Guinea is considered to be a risk to Papua New Guinea’s national        security (e.g. Terrorist Suspects)

In the event an Entry Permit is cancelled, written notification will be provided to the Entry Permit Holder at their last known address. In such cases, the Former Entry Permit Holder will be given a specified time in which to depart PNG. If the Former Entry Permit Holder fails to depart voluntarily, they may be subject to detention and removal in accordance with Section 13 of the Migration Act.

 

 

Entry Permit Types and Classes

 Business Category
SHORT-TERM MULTIPLE ENTRY

Persons entering PNG to attend business meetings, board meetings, conferences, conduct an exploratory business visit or participate in business negotiation. Employment is prohibited (except in very limited cases - see below).

DEPENDENTS

Dependents of Business Entry Permit Holders can apply for a Tourist Entry Permit at PNG Diplomatic Missions or upon arrival at Port Moresby International Airport (subject to eligibility).

VALIDITY

The Business Short Term Multiple Entry Permit is valid for 12 months with a stay of up to 60 days permitted on each arrival. A person may enter PNG up to and including the date of expiration of the Entry Permit as stated on the label. Once expired, applicants must re-apply.

WHERE TO APPLY

* Application form, passport and supporting documents should be lodged at any PNG Diplomatic Mission or upon arrival      at Port Moresby International Airport
* Applicants from those countries must apply for an Entry Permit prior to arrival in PNG and do not qualify to apply for      an Entry Permit on arrival

HOW TO APPLY

1. Complete the Application for Entry Permit (Form 1)
2. Pay the MSF as set out in the Entry Permit Fee Form and provide receipt
3. Provide documentary evidence as follows:

* Letter from business associate in PNG indicating purpose of visit, duration of stay, location of business, and proposed      frequency of visits
* Evidence of return/on-going ticket

EXTENSION OF STAY

Extensions for the Short Term Multiple Entry Permit may be approved only once for a further 30 days.

Applicants should

* Complete Application to extend entry Permit (Form 4)
* Pay MSF as set out in the Entry Permit Fee Form
* Provide supporting documents stating reasons for extension

APEC BUSINESS TRAVEL CARD

For passport holders of economies participating in the APEC Business Travel Card Scheme. Applications must be made with the applicant's country of nationality.

DEPENDENTS

Dependents of APEC Business Travel Card Holders are not eligible to obtain an APEC Business Travel Card and must make application for an alternative Entry Permit in advance of travel (or on arrival for eligible nationals).

VALIDITY

The APEC Business Travel Card Entry Permit is valid while the holder's passport and business card remain valid and is good for multiple entries for a stay of 60 days.

Holders of APEC Business Travel Cards issued by their Government who reside in PNG under another Entry Permit must comply with normal stay requirements under the respective Acts of PNG.

WHERE TO APPLY

* The APEC Business travel card issued by the respective participating economy will be electronically transmitted by the    authorised authority in the participating economy through the APEC dedicated network to the PNGICS of the PNG            Department of Foreign Affairs and Immigration and is deemed to be an application for an Entry Permit

HOW TO APPLY

For APEC Business Travel Card Applicants:

1. Application for an APEC Business Travel Card to be made through the respective APEC Member Economy

EXTENSION OF STAY

No extensions of stay are permitted for holders of the APEC Business Travel Card. Foreign business persons who overstay will be reported to their respective Government and may be banned from returning to PNG.

 Entertainer Category

This category comprises the following classes:

Filmmaker (Commercial):

* Persons filming movies or videos for commercial purposes

Comedian (Commercial):

* Persons providing entertainment or advertisements as comedians for commercial purposes

Musician (Commercial):

* Persons providing entertainment or advertisement as musicians for commercial purposes

Gospel Group (Charity):

* Gospel groups doing performances and shows for charity purposes

Cultural Exchange (Charity):

* Persons or groups participating in cultural exchanges (Non-commercial) under arrangements which allows PNG citizens    similar opportunities in other countries

VALIDITY

Entertainer Entry permits are valid for Sixty (60) days single entry from date of arrival.
Work is prohibited.

WHERE TO APPLY

* Application Form and passport should be lodged at the relevant PNG diplomatic mission
* Supporting documents should be lodged by the Sponsor at PNGICS for approval

HOW TO APPLY

1. Complete Application for Entry Permit (Form 1)
2. Pay MSF as set out in the Entry Permit Fee Form and provide the following documentary evidence

Filmmaker (Commercial):

* Approval from the NFI
* Evidence of return/on-going ticket

Comedian (Commercial):

* Letter of invitation from the event(s) organizers
* Evidence of return/on-going ticket

Musician (Commercial):

* Letter of invitation from event(s) organizers
* Evidence of return/on-going ticket

Gospel Group (Charity):

* Letter of invitation from event(s) organizer
* Evidence of return/on-going ticket

Cultural Exchange (Charity):

* Letter of invitation from the Sponsoring Organisation
* Evidence of return/on-going ticket

To be issued a Dependent Entry Permit:

* Must be included in principal applicant's sponsorship
* Evidence of return/on-going ticket

Dependents can also apply for a tourist Entry Permit at PNG diplomatic missions or on arrival (where eligible) at Port Moresby International Airport.

EXTENSIONS OF STAY

Extensions can be granted once only for a maximum of thirty (30) days.

Applicants should:

* Complete the "Application to Extend Entry Permit Form" (Form 4)
* Pay the MSF as set out in the Entry Permit Fee Form
* Provide a letter stating reasons for extension
* Provide a copy of return airline ticket

Further applications for extension will not be considered.

 Resident (Long Term) Category

 This category comprises the following classes:

* A person who is the majority owner of a business investment in a registered Resident business for at least five             years with funds and net assets in PNG totaling at least K1,000,000 as evidenced by certified documentation* A             person who is a skilled professional in an occupation requiring tertiary level education qualifications and has                   worked in that professional field in PNG for at least five years
* Nationals of other Melanesian Spearhead Group countries engaged in a registered Resident business in PNG for at          least five years
* A retired person over 55 years of age with access to income to sustain themselves and not be a burden on PNG              community resources and who has worked in PNG for at least five years
* The spouse/de facto of a PNG citizen where the relationship has been in place for at least five years and
* The child aged more than 19 years of a PNG citizen in the case where the child does not have PNG citizenship

 

 

CRITERIA

An applicant must:

  1. be the holder of a current valid foreign passport

  2. be the holder of a current valid PNG Entry Permit

  3. be normally resident in PNG

  4. have a working knowledge of English or a PNG language

  5. be of good character and good standing in the community

  6. not have been convicted of an offence and sentenced by any competent court in PNG or a foreign jurisdiction to             imprisonment for a period greater than three months

  7. provide certified police certificates for PNG and any other country that they have resided in

  8. provide documentary evidence that the applicant is in one of the classes listed above, including IPA certificate               permitting a foreign enterprise to conduct business in PNG (if applicable)

  9. pay the required fee and

10. lodge a completed and signed form with supporting documentation at the PNGICS

VALIDITY

The Resident (Long Term) Entry Permit is of indefinite validity and is good for the life of the holder. Individual Entry Permits may be subject to conditions according to law.

The Entry Permit is for multiple entry and the holder can enter and exit PNG subject to having a valid foreign passport and evidence of the Entry Permit.

Entry permits will be issued for the life of the holder’s current foreign passport. Entry permits may be re-evidenced on presentation of a new passport and payment of a fee of K100


WHERE TO APPLY

Application Form, Passport, Medical Documentation, Police Certificate and all Supporting Documentation should be lodged at PNGICS for approval. Applications may only be made in PNG.

HOW TO APPLY

In PNG

Applications may only be made in PNG and cannot be made offshore.

Complete application form (Form1A) Application for Entry Permit - Permanent Residence, pay MSF as set out in the Entry Permit Fee Form and provide receipt of payment together with the following documentary evidence at PNGICS:

Majority Owner of a Business:

* Certified evidence business registration, including financial statements for the last three years
* Certified evidence of funds and net assets exceeding K1 million

Skill Professional:

* Provide certified evidence of tertiary qualifications. Means graduation from post secondary education/institution              such as a recognized university, institute of technology or college of advanced education
* Provide certified evidence of membership of any professional association in PNG
* Provide certified evidence showing employment in relevant field in PNG over the last five years

Nationals from Melanesian Spearhead Group Countries:

* Provide passport and certified copy of birth certificate or citizenship certificate (where appropriate)
* Provide certified evidence of business registration, including financial statements for the last three years

Retired Persons:

* Provide certified evidence showing access to sufficient income from investments, pensions etc of at least 50,000 Kina      per annum
* Provide certified evidence of previous employment in PNG for five years prior to retirement
* In the case of a missionary, provide evidence of ongoing financial support from a recognized religious organization

Spouse/De Facto:

* Provide certified copy of marriage certificate showing that marriage to a PNG citizen has been in place for at least five    years or evidence that de facto relationship has been in existence for at least 5 years
* Provide certified evidence of PNG spouse’s citizenship (e.g. birth certificate, passport, citizenship certificate)
* Provide a statutory declaration that the relationship is genuine and ongoing
* Provide evidence that relationship is genuine and ongoing - e.g. copy of will, life insurance policies etc

Child of PNG citizen aged 19 years or more who is not a PNG Citizen:

* Provide certified copy of applicant’s birth certificate
* Provide certified copy of PNG citizen parent’s citizenship status (e.g. birth certificate, passport, citizenship certificate)

RE-EVIDENCING

In the event that the holder of a Permanent (Long Term) Entry Permit obtains a new passport, the Entry Permit will be re-evidenced (subject to a re-evidence fee of K100).

WORK RIGHTS

Holders of Resident (Long Term) Entry Permits are exempted from the provisions of the Employment of Non-Citizens Act and may undertake work. Dependents may not work and need to obtain a Working Resident Entry Permit or Permanent Residence in their own right.

CANCELLATION

A Resident (Long Term) Entry Permit may be cancelled according to law in cases such as the holder being convicted of an offence and sentenced by a court in PNG to imprisonment for a period greater than three months or where the holder remains outside Papua New Guinea for more than 12 months continuously without reasonable cause.

DEPENDENTS

Dependents of Permanent Resident Applicants may make application for a Resident (Long Term) (Dependent) Entry Permit. The Holder of a Resident (Long Term) (Dependent) Entry Permit does not hold work rights. If the holder of a Resident (Long Term) (Dependent) Entry Permit wishes to obtain employment they must obtain a work permit from the Department of Labour and Industrial Relations and make application for a Working Resident Entry Permit

Special Exemption Category

This category comprises the following classes:

Aid Worker/Volunteer:

* Person employed by or working on projects funded by overseas aid agencies. Agencies must be approved under the      Aid Status (Privileges and Immunities) Act or
* Volunteers working with volunteer agencies on community based projects. Agencies may or may not be approved          under the Aid Status (Privileges and Immunities) Act

Researcher / Academic:

* Person undertaking educational, medical or scientific research in PNG or teaching in PNG institutions

Religious Worker:

* Person entering PNG to work as missionaries, priests, pastors, and other church workers not engaged in business          activities of the church

Emergency Relief worker:

* Person entering PNG to assist and provide relief during times of natural and national disasters

Foreign Official:

* Foreign government employees without diplomatic or official status who are conducting business on behalf of their          governments. For periods up to three years

Diplomat:

* Person entering PNG as accredited diplomats of foreign governments or international organisations
 

Medical:

* For doctors or trainees entering PNG for short-term placements in PNG hospitals (valid for periods up to Six months)

 

Domestic workers (Diplomatic):

* Persons entering PNG as domestic assistants for foreign diplomats residing in PNG

Dependent of PNG citizen (non-working):

* For spouses and aged parents (non working) or children of PNG citizens

VALIDITY

Special Exemption Entry Permits are valid for up to 3 years and entry conditions depend on the class of Entry Permit being applied for.

Dependent of PNG citizen (non-working) Entry Permit is valid for 5 years.

WHERE TO APPLY

Application form, passport and supporting documents should be lodged at the relevant PNG diplomatic mission. Other supporting documents should be lodged by the Sponsor at PNGICS for approval.

Note: Medical and Police checks are not required for Special Exemption classes of Entry Permit.

HOW TO APPLY

* Complete Application for Entry Permit (Form 1)
* Pay MSF as set out in the Entry Permit Fee Form and provide the following documentary evidence

Aid worker/Volunteer:

* Letter of invitation/appointment from aid or volunteer organization indicating purpose of visit
* Authorization from DCA must be obtained prior to Entry Permit issue
* Valid up to 3 years

Note: Volunteers working with Agencies that are not approved under the Aid Status (Privileges and Immunities) Act are required to obtain a work permit from DLIR.

Researcher/Academic:

* Approval from NRI, IMR or educational institution stating purpose and duration of visit to be obtained prior to lodgment    of application
* Valid for 60 days

Note: Academics who have been appointed to staff positions at education institutions are processed under Working Resident requirements. Appointees must provide a copy of their employment contract. In addition, appointees to non-government institutions must provide a Letter of Approval from DLIR regarding the work permit.

Religious worker:

* Letter of Appointment/sponsorship from relevant religious organization indicating purpose of visit
* DLIR approval regarding work permit
* Valid up to 3 years

Emergency Relief Worker:

* Letter of request from the emergency/disaster coordinator and/or
* Letter of authorization from the Secretary of Department of Foreign Affairs
* Valid for one to six months

Melanesian Spearhead Group (MSG):

* Passport of MSG country
* Return/on-going ticket (This documentation will normally be provided to the PNG Diplomatic mission where the Entry      Permit is obtained or at Port Moresby International Airport on arrival)
* Valid for 60 days

Foreign Official:

* Letter from Foreign Government employer indicating purpose of visit
* Valid up to 3 years
 

Diplomat:

* Diplomatic Note from foreign government confirming diplomatic status
* Approval from DCA must be obtained prior to Entry Permit issue
* Valid up to 3 years
 

Medical:

* Letter from medical sponsor indicating purpose of visit
* Valid for 6 months

Domestic worker (Diplomatic):

* Letter from the relevant diplomatic personnel guaranteeing repatriation
* Approval from DCA (approval from DCA must be obtained prior to Entry Permit issue)
* Valid up to 3 years
 

Dependent of PNG Citizen (non-working):

* Marriage or birth certificate/evidence of de facto relationship
* Cash Landing Bond (for spouse only)
* Valid up to 5 years

To be issued a Dependent Entry Permit:

* Must be included in sponsorship of Principal Applicant

EXTENSION OF STAY

Extensions can be granted if required. The period of extension depends on the relevant Entry Permit class.

Applicant should:

* Complete the Application to Extend Entry Permit (Form 4)
* Pay the MSF as set out in the Entry Permit Fee Form and provide receipt
* Provide documentary evidence from sponsor indicating purpose of extension

Student Category

This category comprises the following classes:

Formal Education:

* Person undertaking full time studies in PNG institutions
 

Occupational Trainee:

* Person entering PNG to undertake workplace-based training in order to upgrade or develop their skills (including            students undertaking medical electives)

Dependent

* Dependent spouse or children under the age of 18 of the principal applicant

VALIDITY

Student Entry Permits are Multiple Entry and are issued up to the length of the course. Entry permits for government-sponsored students may be issued according to the length of the sponsorship.

WHERE TO APPLY

Application form, passport and supporting documents should be lodged at the relevant PNG diplomatic mission.
Other supporting documents should be lodged by the educational institution/sponsor at PNGICS for approval.

HOW TO APPLY

1. Complete Application for Entry Permit (Form 1)
2. Pay MSF as set out in the Entry Permit Fee Form and provide the following documentary evidence

Formal Education:

* Letter of Acceptance from the educational institution

Occupational Trainee:

* Letter from institution or organization indicating purpose of training
* Letter of Undertaking from the sponsoring organization guaranteeing repatriation of the trainee

To be issued a Dependent Entry Permit:

* Must be included in letter of acceptance from PNG educational institution/organization
* Must be included in the principal applicant’s letter of undertaking (for occupational trainees)

EXTENSION OF STAY

Extensions can be granted if required.

Applicants should:

* Complete the Application to Extend Entry Permit (Form 4)
* Provide supporting documentation from the institution or organization indicating purpose of extension
* Pay the MSF as set out in the Entry Permit Fee Form and provide receipt

Visitor Category

This category comprises the following Classes:

* Tourist (Tour Package) - Group tours, student excursion groups, etc
* Tourist (Own Itinerary) - Individuals who wish to sightsee independently, travel, or visit friends, etc
* Easy Visitor Permits (EVP) - EVPs are strictly issued upon arrival in PNG
* Visiting Relative - For individuals visiting husbands, wives, or other family members
* Journalist - For reporters, TV presenters, announcers, correspondents
* Sportsperson - For sporting personalities visiting for short sports related stays
* Film-maker (Non-commercial) - For individuals who wish to make not-for-profit or public release films
* Yacht person - Owner, captain, and crew of a yacht as well as any accompanying spouse and/or children

VALIDITY

All visitor Entry Permits are valid for a single entry stay of sixty (60) days from the date of arrival. Work is prohibited.

WHERE TO APPLY

Application for all above classes can be made at any PNG Diplomatic Mission.

Applications for tourist/visiting relative Entry Permits (for eligible nationals) can also be made on arrival at designated international ports of entry.

For those arriving by yacht, application can be made at PNGICS or at the designated international port of entry.

HOW TO APPLY

1. Complete the Application for Entry Permit (Form 1)
2. Pay the Migration Service Fee (MSF) as set out in the Entry Permit Fee Form
3. Provide passport and documentary evidence as follows:

Tourist (both Tour Package and Own Itinerary)

* Return/on going ticket
* Evidence of funds (if required)

Visiting Relative

* Return/ongoing ticket
* Evidence of funds (if required)

Journalist

* Return/ongoing ticket
* Letter from sponsoring organization and list of equipment
* Approval from the International Organization Branch of Department of Foreign Affairs & Immigration must be obtained    prior to Entry Permit issue

Sportsperson:

* Letter of invitation from the relevant PNG sporting body
* Return/on-going ticket
* Valid for 60 days

Filmmaker (Non-commercial):

* Approval from NFI to be obtained prior to lodgment of application at PNGICS
* Return/on-going ticket
* Valid for 60 days

Yacht Person

* Proof of ownership of vessel/ captain's papers
* Ship's log for details of crew members
* Customs Clearance form must be completed

Accompanying dependents and crew members are issued with a Tourist/visitor Entry Permit upon arrival.

EXTENSION OF STAY

Extensions can be granted once only for a maximum of thirty (30) days.

Applicants for extension should

* Complete the Application to Extend Entry Permit (Form 4)
* Pay the MSF as set out in the Entry Permit Fee Form
* Provide a letter stating reasons for extension
* Provide a copy of return airline ticket

Further applications will not be considered.

Working Resident Category

This category comprises the following classes:

Business person/Investor:

* Person wishing to invest in Papua New Guinea and/or establish a business. A valid work permit is required

Employment:

* Persons wishing to work in PNG for 3 months to 3 years. A valid work permit is required

Short Term Employment:

* Persons wishing to perform short work assignments and relief duties for period of up to 12 months. Approval from          DLIR is required

Consultant/Specialist:

* Consultants or Specialists who wish to work for periods up to three (3) months. This class is designed for persons with   specialized skills who wish to carry out a specific work assignment, which would be completed in less than 3 months,       e.g., repair or maintenance of equipment. Approval from DLIR is required

Dependent of Citizen (Working):

* Person who enters PNG as dependent spouse of a PNG citizen, a valid work permit is required. In certain                       circumstances, Dependents of Citizens may occupy localized positions. In such cases, a letter from the Department of   Labour and Industrial Relations is required

Employees of Major Development Project Companies

* Persons required for major infrastructure development companies for periods of less than six months, entry allowed     without work permit, subject to approval by the Chief Migration Officer of Immigration.
* Where period of stay is to extend beyond six months application for work permit and Working Resident Entry Permit     may be made onshore

VALIDITY

Working Resident classes of Entry Permits are valid for periods of up to 3 years and are issued for multiple entry in accordance with expiry dates of the Work Permit/approval issued by DLIR.

WHERE TO APPLY

Application Form, Passport, Medical Documentation and Police Certificate should be lodged at the relevant PNG Diplomatic Mission. Supporting documentation should be lodged by the sponsor at PNGICS for approval.

HOW TO APPLY

Employment - Governmental:

* Letter of offer from employer and/or employment contract from DPM

Short Term Employment:

* Certificate of incorporation
* IPA certificate permitting a foreign enterprise to conduct business in PNG (if applicable)
* Letter of offer from employer
* Maintenance Guarantee Bond
* Letter of approval from DLIR regarding position
* Educational qualifications and CV
 

Consultant/Specialist:

* Return/on-going ticket
* Letter from the PNG-based sponsor
* Letter of approval from DLIR

(Medical and Character checks are not required)
 

Dependent of PNG Citizen (Working):

* Proof of marriage/de facto relationship to PNG citizen
* Cash Landing Bond
* Letter from DLIR where dependent of citizen is occupying a localised position

To be issued a Dependent Entry Permit:

* Must be named in the Principal Applicant's Letter of offer from Employer
* Provide a Maintenance Guarantee Bond
* Marriage certificate (or birth certificate)/evidence of de facto relationship
 

Employees of Major Development Project Companies:

* Must be required for a major development infrastructure project approved by the Chief Migration Officer
* Certificate of Incorporation
* IPA certificate permitting a foreign enterprise to conduct business in PNG (if applicable)

EXTENSION OF STAY

Extension may be granted if the employee is required to continue in the same position or promoted to a new position.

A new work permit must be issued by DLIR

Request for extension must be made well in advance (four weeks minimum) of the expiry date of the existing Entry Permit. Where processing of the new work permit has not been finalized, the applicant must provide a letter from DLIR stating the date that the application was made.

This letter must be provided to PNGICS within 30 days of the expiry of the current Entry Permit. In these circumstances, a temporary extension of the Entry Permit may be issued pending finalisation of the work permit application.

Applicant should:

* Complete Application to Extend Entry Permit (Form 4)
* Pay the Entry Permit Fee Form and provide receipt
* Provide supporting documentation indicating purpose of extension
* Provide a Maintenance Guarantee Bond
* Provide letter of approval or copy of work permit from DLIR

CHANGE OF EMPLOYER

Where the holder of an existing Working Resident Entry Permit changes employer, a new work permit from DLIR is required. In such cases, a new Working Resident Entry Permit is also required. Provided that the time lapse between the end of the first employment contract and the beginning of the second employment contract does not exceed 30 days, then the new Working Resident Entry Permit may be evidenced in PNG without the applicant needing to depart PNG. Where the period between contracts exceeds 30 days, then the applicant must depart PNG and have the Entry Permit evidenced at a PNG mission abroad.

 
Change of Status

WHO CAN APPLY

Change of Status (COS) may be granted to the following persons while in PNG:

* A legally dependent spouse with teaching, medical, or other essential qualification who wishes to obtain employment
* A person who has changed his or her marital status while in PNG
* The holder of a Working Resident Entry Permit who has completed his/her employment contract and who wishes to       obtain work with another employer (there must be no more than 3 months of the initial employment contract                 remaining to be completed). This applies regardless of the reasons for early termination of the contract (including           where the company has ceased to operate). Approval from DLIR is required
* The holder of a Working Resident Entry Permit who requires the Entry Permit to be changed in respect of the name of   the employer (i.e., where there has been a legal name change on the part of the employer)

Persons in categories other than those mentioned above are not permitted to change the status of their Entry Permit while in PNG under any circumstances, and as such, will be required to leave the country and apply for the appropriate class of Entry Permit from abroad.

VALIDITY

Entry permits granted to dependents (including working dependents) are valid for multiple entry according to the period of stay granted to the principal applicant.

Non-working dependents of PNG citizens may be granted a 5 year Entry Permit.

Entry permits granted on the basis of employment are valid up to 3 years and are issued for multiple entry in accordance with the work permit.

WHERE TO APPLY

Application form, passport and supporting documents should be lodged at PNGICS.

WHEN TO APPLY

Applications must be lodged at PNGICS prior to the expiry date of the current Entry Permit.

As applications for work permits may take some time to be processed by DLIR, applicants should ensure that their application is lodged with DLIR at least 3 months in advance of the expiry date of their current Entry Permit.

It is the applicant’s responsibility to ensure that they possess a valid Entry Permit at all times.

COS will not be approved where an application is made after the expiry date of the current Entry Permit. Applicants and dependents will be required to leave the country and re-apply from overseas.

HOW TO APPLY

* Complete Application to Extend Entry Permit (Form 4)
* Submit to PNGICS together with Passport, receipt of fee payment and documentary evidence as follows:

Dependent Spouse seeking to work:

* IPA Certificate of Incorporation
* IPA certificate permitting a foreign enterprise to conduct business in PNG (if applicable)
* Letter of approval from DLIR regarding the work permit or copy of the work permit
* Employment contract
* Copy of principal applicant’s Entry Permit
* Maintenance Guarantee Bond
* CV and
* Educational qualifications

Note: If changing to aid worker/volunteer Entry Permit, refer to the appropriate requirements in Section 4.6.

Change of Marital status

COS is not available to persons who have entered the country on short term Entry Permits. They will be required to return to their country of residence in order to undertake health and character checks, e.g., visitor or business person).

For persons marrying PNG citizens:

* Marriage certificate
* Evidence of Spouse's PNG citizenship and
* Cash Landing Bond

For persons marrying PNG Entry Permit Holder:

* Marriage certificate
* Copy of principal applicant’s Entry Permit and
* Evidence that applicant is included in principal applicant’s sponsorship (such as letter from Employer)

Note: Persons seeking COS on grounds of divorce or death of the principal applicant must meet the requirements for another class of Entry Permit.

Change of Employment:

* IPA certificate of Incorporation
* IPA certificate permitting a foreign enterprise to conduct business in PNG (if applicable)
* Letter of approval from DLIR regarding the work permit or copy of the work permit
* Copy of employment contract
* Maintenance Guarantee Bond
* CV and
* Educational qualifications

Note: If changing to aid worker/volunteer Entry Permit, refer to the appropriate requirements in Section 4.6.

Change of Employer Name2:

* Letter of approval from DLIR regarding the work permit or copy of the work permit

2 COS from one subsidiary company to another under the same parent company is permitted.
